ADDC solar in Abu Dhabi: self-supply, not net metering

Abu Dhabi does not run net metering. The Department of Energy moved the emirate to a distributed renewable energy self-supply framework, and that single fact changes how a system should be designed.

Self-supply, and why the word matters

The Department of Energy's distributed renewable energy self-supply policy took effect on 5 February 2026, with metering and settlement guidelines issued subsequently. Under a self-supply framework, the value sits in electricity you consume yourself at the moment you generate it, rather than in exporting surplus for credit at the retail rate.

This is the opposite design brief from Dubai. Under DEWA's Shams Dubai, credits carry forward, so oversizing is often rational. Under self-supply, a kilowatt-hour you cannot use when it is produced is worth far less to you than one that runs your own load.

What that means for system size

Systems in Abu Dhabi should be sized to daytime load rather than to annual consumption. For a building with a strong daytime profile — a warehouse, a factory, an office running cooling through the working day — that alignment is favourable. For a villa that consumes most of its electricity in the evening, the calculation is quite different, and storage becomes part of the conversation rather than an upsell.

ADDC and AADC are two utilities

Abu Dhabi Distribution Company and Al Ain Distribution Company operate across the emirate, covering Abu Dhabi, Al Ain and Al Dhafra between them. Confirm which one holds your site before beginning an application.

Contractor enrolment

Enrolment is utility-specific and is not transferable. A contractor enrolled with DEWA is not automatically permitted to submit applications to ADDC or AADC. For multi-emirate portfolios, verify enrolment per utility.

Equipment

Equipment must appear on the relevant utility's approved list. Systems specified with unlisted equipment cannot be connected, whatever the quotation says.

Frequently asked questions

Does Abu Dhabi have net metering?

No. Abu Dhabi operates a distributed renewable energy self-supply framework under the Department of Energy, which took effect on 5 February 2026, rather than classic net metering.

When did the Abu Dhabi self-supply policy start?

The Department of Energy policy took effect on 5 February 2026, with metering and settlement guidelines issued subsequently.

How should I size a solar system in Abu Dhabi?

Under a self-supply framework, systems are generally sized to daytime load rather than to annual consumption, because self-consumption is prioritised over export.

What is the difference between ADDC and AADC?

Abu Dhabi Distribution Company and Al Ain Distribution Company are separate distribution utilities covering Abu Dhabi, Al Ain and Al Dhafra between them.

Can a DEWA-approved contractor work in Abu Dhabi?

Not automatically. Contractor enrolment is specific to each utility, so a contractor must be enrolled with ADDC or AADC to submit applications in Abu Dhabi.
