The Dubai solar market
Dubai's distributed solar market runs entirely through the Dubai Electricity and Water Authority. The Dubai Clean Energy Strategy 2050 targets 25% clean energy by 2030 and 75% by 2050, and the Mohammed bin Rashid Al Maktoum Solar Park anchors the utility-scale side of that ambition. For building owners, the route in is Shams Dubai.
Launched in 2015, Shams Dubai lets a property owner generate solar power on site, consume it directly, and export the surplus to DEWA's grid through a bidirectional smart meter. It is a net metering scheme, not a feed-in tariff — you receive kilowatt-hour credits against consumption rather than cash payments.
How Shams Dubai approval actually works
Grid-connected solar in Dubai cannot lawfully be installed by any contractor holding a trade licence. DEWA only permits enrolled solar PV contractors with DEWA-certified engineers on staff to connect equipment to its network. Smart Gulf Energy has held that approval since the programme's early years.

A point worth understanding before you budget. Equipment must clear two separate gates: DEWA's PV eligibility list and MoIAT ECAS or EQM conformity. Kit that passes one but not the other cannot lawfully be connected. Specifying around this properly at design stage avoids the most common cause of delay.

Do I need DEWA approval to install solar in Dubai?
Yes. Grid-connected solar in Dubai must be designed and installed by a contractor enrolled with DEWA under the Shams Dubai programme, with DEWA-certified engineers on staff. The contractor handles the design approval, no-objection certificate, inspection and meter installation on your behalf.
Does DEWA pay me for exported solar power?
No. Shams Dubai is a net metering scheme, not a feed-in tariff. Exported kilowatt-hours are credited against your consumption on the same bill rather than paid out in cash. Unused credits carry forward.
How long does a Dubai solar installation take?
A residential rooftop system of 5 to 30 kWp typically takes three to six weeks from contract to energisation, including DEWA approvals. Commercial systems of 100 kWp to 5 MWp typically take two to four months.
Can I install solar on a villa I rent?
The application is made in the name of the DEWA account holder and requires the property owner's consent, since the system is fixed to the building. For tenanted commercial premises we structure this at the outset so approval is not delayed.
What equipment are you allowed to install?
Only modules, inverters and balance-of-system components that appear on DEWA's eligibility list and hold MoIAT ECAS or EQM conformity. We specify from tier-one manufacturers that satisfy both requirements.
