The market
Qatar's 800 MW Al Kharsaah plant was contracted at roughly USD 0.0157 per kWh, among the lowest solar prices ever achieved. That established Qatar as a serious utility-scale market.
Distributed solar came later. Kahramaa's BeSolar service operates on net metering, calculating the difference between electricity consumed and exported so customers reduce monthly bills and recover installation cost over time. The framework is newer and less codified than DEWA's, which means early engagement with Kahramaa matters more here than in Dubai.
