The market
Jordan's energy import dependence made distributed solar a national priority far earlier than in the hydrocarbon-rich Gulf, and its regulatory framework matured accordingly. Net metering and wheeling have both been established routes for years.
The significant recent change is the introduction of a Buy-All/Sell-All mechanism for projects exceeding the self-consumption threshold. Commercial, industrial and large rooftop or ground-mount projects can now be designed without the constraint that previously capped systems to on-site consumption. For industrial parks and commercial estates, that reopens a segment that had effectively been closed.
Wheeling is the underused tool. It lets generation at one site serve consumption at another over the public network. For a group with several facilities, one well-sited plant can serve all of them — a structure worth modelling before defaulting to per-site rooftops.
