How the DSS mechanism works
EtihadWE launched its Distributed Solar System programme on 17 September 2024. Rather than classic net metering, it uses two meters and a monthly comparison to calculate bill credits.
The critical term is what happens to surplus. EtihadWE credits expire within the same calendar year. Anything you generate but cannot consume before year end is simply lost.
Why this changes system sizing
Under a carry-forward regime such as DEWA's or SEWA's, electricity overproduced in June still offsets consumption in November, so a larger array remains economic. Under annual expiry, that logic collapses. Systems in the Northern Emirates should be sized tight to daytime load.
An identical warehouse in Jebel Ali and in Ras Al Khaimah does not justify the same system. A contractor quoting the same sizing in both is either unaware of the difference or ignoring it, and here it costs the client real money. Compare the two in our emirate-aware solar calculator.
Coverage
EtihadWE covers Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain, plus some northern and eastern Sharjah enclaves. Sharjah city and the main urban areas remain SEWA territory. Where a site sits near that boundary, confirm with both utilities before starting, because the mechanism and the credit rules both change.
EtihadWE was formerly FEWA. Approvals issued under the FEWA name do not need reapplying or renewing.
Contractor enrolment
Enrolment is utility-specific. A DEWA-enrolled contractor is not automatically permitted to submit to EtihadWE. Verify enrolment for each utility your portfolio touches.
Equipment
Equipment must appear on the relevant utility's approved list. Unlisted equipment describes a system that cannot legally be connected.
