The market

Chile's Atacama has the highest solar irradiation on earth. Brazil runs one of the largest distributed generation markets anywhere. Mexico and Colombia both have substantial pipelines. The resource and the demand are not in question.

What is in question is what an outside contractor adds. These markets have capable domestic EPC sectors, electrical standards derived from the US National Electrical Code rather than IEC, and procurement in Spanish and Portuguese. Arriving with a Gulf template and a UAE licence is not a proposition.
